Geelong is about an hour from Melbourne on the Princes Freeway, and a great many subjects here move between the two regularly. That is a resourcing question rather than an afterthought, because a surveillance job that follows a subject up the freeway is a different proposition from one that stays in Geelong. Colac and the Otways sit further west and carry additional travel.
What Victoria law means for investigation work here
Victoria licenses investigators under the Private Security Act 2004, administered by the Licensing and Regulation Division of Victoria Police. Since 19 June 2025 all private security activities, including investigator work, are licensed activities rather than registered ones. Victoria Police publishes a public register of licence holders, so credentials can be checked independently.
Victoria’s Surveillance Devices Act 1999 governs. Section 7 regulates optical surveillance devices, and observing or filming from a public place is treated very differently from installing a camera to record activity inside private premises. Tracking devices are regulated, and attaching one to a vehicle without the consent of the person entitled to give it is where most attempts by clients acting alone go wrong. Section 11 separately restricts communicating or publishing a recorded private conversation or activity, so even lawfully obtained material cannot simply be passed around.
The federal statutory tort of serious invasion of privacy, which commenced on 10 June 2025, applies on top of VIC law and contains no exemption for private investigators. Full detail on the VIC framework is on our Victoria page.
